No policy or provision in the City of West Des Moines' Employee Handbook, or in any other statement of City policies, verbal or written, is intended to create a contract binding the employee or the City to an agreement of employment for a specific period of time. A worker’s employment can be terminated by either the employee or the City at any time, for any reason, with or without notice in accordance with applicable local, state, and federal laws and regulations. No representative or agent of the City, other than the City Council or City Manager, can authorize an employment agreement contrary to the above terms or otherwise make any binding offer of employment for a specific term.
