An employee may be transferred from one position to a position vacancy in the same Job Class or to a related Job Class in the same Pay Grade. A Transfer may result in a change in work location or department. The City Manager may Transfer an employee at his or her discretion or an employee may request to be transferred. The City Manager will consider the needs of the City and the employee’s interests and job-related qualifications before authorizing a Transfer.
If employees feel, for any reason, that they cannot perform the requirements of their current positions, they can request a voluntary Demotion to a vacant position in a lower Job Class and Pay Grade for which the individual employee meets the qualifications. The City Manager may, at his or her discretion, demote an employee for disciplinary reasons or in the event of layoff/wWorkforce Reduction. See also Section 2.7, Workforce Reduction.
Transfer and voluntary Demotion of civil service employees shall be made in accordance with Section 400.9 of the Iowa Code. A civil service employee who has been demoted involuntarily may appeal the decision to the Civil Service Commission in accordance with Section 400.20 of the Iowa Code.
